You can put H7 headlamp units in, fairly cheap, and these will let you put in H7 bulbs. Better than H4 which are so bad you literally can’t give them away. There are different brands of H7s which claim to be up to 200% brighter than your average bear.
Better still is to fit LED headlamp units...

I've had three MOTs passed since bunging mine in but I'm sure they wouldn't be road legal as they're far brighter than the stock MOT compliant 55 watt H4 Halogen lamp and that obviously can't be safe.

There might be better options but hopefully not much brighter. I’m sure there is a maximum figure/pattern for true brightness. Cheap LED bulbs can no doubt exceed this and their poor build quality is what makes them dangerous for everyone - other road users and the driver that installed them...

There is no UK approval. LED or HID bulbs cannot be fitted in existing halogen headlights and will be an MOT failure. You may get lucky and pass but that is just the tester doing a crap job! Quote from MOT regs:
