There is no UK approval. LED or HID bulbs cannot be fitted in existing halogen headlights and will be an MOT failure. You may get lucky and pass but that is just the tester doing a crap job! Quote from MOT regs:

You are not comparing apples with apples. All you are doing is proving an H4 headlight is brighter with a more powerful bulb. No $h!t, of course it is! So would any headlight. And admitting to the fact the H4 has dark spots in front of the vehicle on main beam - that must be great.

This is not just a VW problem. So I doubt there is a legal claim possible. My Vauxhall Omega lights were rubbish and that was a car capable of over 140mph. Changing them to zenon HID headlights sorted that easily.

Not being funny but you always get the arse when I put the case for my real world experience of having put brighter lamps in the H4 headlight and back it up with pictures showing that improvement.
