Is there a bed in the pop top and would they have been used to secure that in the lower position for some reason? Or maybe secure a security net in the opening to stop errant children dropping onto the front seats? Just having a guess.
I'm no expert but they look like fairly large 'off centre' clips (I think they're called that anyway) - is they're a corresponding fitting elsewhere for them to latch onto? Maybe staples on the roof where they were extra safety measures to stop it from opening on the road. A close up might help.

The rental company, who also do their own conversions say that these clips were an experiment by them - ease of holding down the pop-up compared to the usual straps - for renters it didn't work out!
