Dash back light illumination

Hi all, recently acquired my first van, a t6.1 kombi. Only realised last night that dash only fully illuminates on headlight mode. Is this normal, there a few conflicting accounts on here? When selecting side light’s only red needles are displayed.

Makes sense as stops idiots driving around without lights at night as at least this way they should hopefully realise something is wrong when they cannot see the speed etc. Seen plenty whose cars clearly dont behave that way.
