Mysterious holes in tailgate

Hi, can someone please tell me why I have holes drilled (butchered) in the bottom of my tailgate?
I know that the previous owner had rear window fitted.
I was too excited while buying to actually see it
Is this some kind of drainage?
How should I protect it from rust?

maybe they had some sort of tailgate awning or diy chair pod?. bit of an odd one! doubt its for drainage as there are factory drain holes in literally right above them.
best thing would be some primer or something to seal them up. Not the end of the world you had me worried they were on the outside before you posted the pic!

They are strange. There’s even mark (pic with two red circles) after attempt to drill another one. I’ve bought this van two weeks ago and I’m “discovering” more and more surprises.
Unfortunately instead of spending money on “upgrades” I will be patching up holes and fixing leaky windows.
Anyway, I’m happy to have it.
Does need a little bit of love and attention and should serve well for few good years.
