P2004 p2006 (inlet manifold) help

Hi, I recently bought a van and fault started with a p2006 code (runner not closed)
I have tested all functions using a vacuum tester

pump on the manifold arm seems to move freely solenoid opens and closes as I believe it should tested with 12v direct to pins

After doing this the fault went away for a good 20 mile trip then shut van off and after an hour drove again and fault appeared straight away now a p2004 (position open)

Any advice

How many miles has the van covered?

Replace these on a couple of vans in the last couple of weeks, and another due for replacement next week..
All been coked up with carbon deposits to the point where the flaps wouldn't fully move, although they seemed ok when vacuum testing.
 
It’s on 126k 18 plate, engine has undergone reconditioning before I purchased and has only done a couple thousand since, previous owner said the mechanic cleaned it all out but I can only take his word for that without removing but looks a bit of a pig for access, is it from end of job or just a struggle?
 
If you can be sure there’s no wiring issue; shorts etc then there’s a god chance that there is an issue with the manifold.

Bit of a pain to get to yes, vw manual will say it can be done by just pulling the front of the van forward into a ‘service position’ but in reality, it’s much easier to remove the front of the van (rad carrier etc) to access.
 
That’s the only thing that I haven’t checked is it getting a signal to open (solenoid switch) it worked on a bench test but not sure how it can be tested as from what I’ve seen it only opens at a certain rpm
 
@Phil_j89 do you know a test for the solenoid switch all I did was blow air through it on one side which sent air out the top of it and then applied 12v to pins and it opened. Trying to think why the fault code has changed from closed to open
