Paint or vinyl on grill inserts

Hello all, I bought some new primed grill strips and have painted them dark red and lacquered, but each time I lacquer they are either, matt or milky. I've tried a couple of times with different spray distance following instructions but result is the same. Has anyone experienced the same? Thanks
