Passenger seat belt height adjuster blocked.

For the first time I was in the passenger seat, apart from noticing its a bit higher than the drivers seat I also noticed the B pillar seatbelt height adjuster has a very limited range of movement, or something is blocking it ... any ideas if normal or how to fix?

I have a LHD with 2 captains seats btw.

Are both sides the same ?

Nope drivers side LH can move the full travel of the rectangle area,the passengers RH can only move a few cm either side of the position in the pic.

That slider plate has a plastic T piece on the back of it that should locate in to the seat belt guide behind it. The T piece must have come free from the plate behind which will then stop it sliding freely. You need to remove the grab handle on the B pillar and then remove the B pillar trim where the seat belt is will come free. Have a look behind and make sure the T piece is located properly and then it should be fine. The first time I took it off on mine I refitted it wrong and it stopped the belt anchor moving up and down properly.
