What is this for?

Trying to remove seat bracket but cannot remove 2 spline nuts from the double passenger seat due to this frame; about an inch clearance (pic taken from the rear of the of backrest on the left hand side. Every pic or video does not seem to have this part in the frame and is just foam backed. Any ideas what it is and used for? It does not seem straightforward to remove.

If it has a part number on it like it looks like it does then try searching for the part number online. I cannot see the number clearly mind.

Yes I tried looking for the number stamped on the back but came up empty. It’s an odd one that’s for sure

It looks like it could be an arm rest/drinks holder frame from this picture. The actual backrest however does not have the cut out for it
