What is behind the rear wheel arch?

If a 8mm hole was drilled from the inside what exposure to air, water etc is there? Can you get to it from under the arch if you removed the arch liner? Cheers
 
Which side and which model?

In my Caravelle passenger side is the brackets for the jack/tools/removable towbar and the drivers side is full of the auxiliary heater/condenser/blower for the rear Aircon zone.

What are you trying to do?

I removed the jack bracket with drill bits. 4 spot welds. Unfortunately drilled through one with 8mm. Not the end of the world. I'm trying to figure out the best way of sealing it. If I can get behind the wheel arch I can place some denso tape to stop any moisture etc maybe chemical metal putty. The inner lining has to be replaced anyway. It's a clean 8mm hole. Just don't want future rust forming from behind.
