Yeah it does seem pretty long. I've just renewed my starter battery and that made no difference to the delay, it did need changing anyway though as the start/stop was playing up

Shouldn't kick in on stop/start sounds like it needs different firmware to make it stable

You do have battery monitoring if you have stop start and a smart alternator, it's how your van knows if it's safe to do the stop start and do things like regenerative braking.
