cigarette lighter

How the hell does this come away from the plastic panel. I have finished swapping the shuttle black interior panels over to replace the mouldy ass beige ones and the lighter panel is the last section to do. It seems the metal is attached to the black part which is attached to the mouldy ass...

Sorry if I've missed this in previous threads, been told due too my van being bluemotion, I can't just buy a normal split charge kit, it will cost about £600 due too the way the van charges the system ?

Playing with my new van today I was surprised to find that both of the 12v sockets in the dash were live even when the ignition is switched off and the key removed - is this normal?
