Here are some photos (sorry for the blur, was in a rush before work). I also have a garage that specialises in customisation near me (Jopo customs) - the van is with them today so they are going to have a look at the seats.

That started life as a panel van.

That seat brackets look fine, i'd be amazed if they have been fitted without the strengthening brackets underneath

Agree that it looks like the bolts from a panel van bulkhead. They can come out by grinding off the spot welds for a more smooth finish. My son removed his on his van last weekend.

If they don’t serve a purpose or can’t be easily concealed/covered....get shot! What came off in those pics looks like a neat removal

Also, you can get specific drill bits for spot welds. I have one that is like an 8mm hole saw and it sort of cuts a circle around the spot and released the panel to be removed. It does leave a disc of metal attached to the vehicle which can be ground or left. Remember to paint any bare metal left showing.

This should be straightforward for a conversion company though you may need a bit of recarpeting on the B pillars.

Like you, I think it looks unsafe and easy to catch a flailing limb on it in an accident.
