I've had the following email from Fakenham Racecourse - stayed there in 2020 and its highly recommended as a base to explore the region

Site re-opening
We very much look forward to opening the Fakenham Racecourse Caravan, Motorhome & Camping Site from Monday 12th April 2021, when a warm welcome will await you.
The latest Government protocol does allow for our communal shower and toilet blocks to be open for guests to use from 12th April, although we strongly recommend you use your on-board facilities. However, knowing that you will have access to the on-site ablutions will hopefully make your stay more comfortable. Guests will have to stay within their family bubble whilst staying on-site and socialising between units will not be allowed. Unfortunately, we shall not be able to accommodate tents until at least 17th May 2021.

We’re really looking forward to welcoming you back onto our UK Club campsites very soon and are as excited as you are to start the 2021 touring season. Ahead of your upcoming booking(s), we’d like to update you on the latest information regarding toilets, showers and other shared facilities on our UK Club campsites. Club campsites in England - Based on the latest Government guidance, we are unfortunately unable to open our toilets or showers and other indoor shared facilities (excluding receptions) when our Club campsites in England reopen on 12 April. The provisional date for reopening these facilities is currently 17 May 2021, however, this will be dependent on Government guidance. Service points and waste disposal facilities will be available and open for use, operated in line with Government guidelines. If you wish to book a tent camping pitch in England, please contact the relevant Club campsite directly and we will do our best to accommodate you. Please be aware that due to the restrictions, our facilities will not be open and you will need to have your own self-contained onboard facilities such as toilet, washing and kitchen facilities.

Covid confusion alive and well then....

C&CC also will not open their toilets. We have therefore cancelled a booking. Its not that we don't have onboard facilities but we need to save them for when we visit the pub garden or outside eating when presumably we also have to take out own toilet tent

Self catering let’s (holiday homes) with communal areas are not allowed to open so this all aligns
