You can control DRL source light via BCM coding of Byte 23 bit 2 & bit 3.
There are 4 possibilities.

Strangely, VCDS lacks information about these bits. But I tried to set the settings and then got DRL only via fog light. my goal is to get to the DRL in headlight combined with fog light

In addition to the "DRL via fog light" -coding, you could tick byte 12 bit 0 and see if the appearance then satisfies your requirement.
