Riding home on my motorbike from Birmingham tonight 50 metres behind a police van in heavy traffic with his flashy incident lights on, I decided to use my motorcycle 'rights' to filter through the traffic, as you do.
Said Police van was in no obvious hurry to get through the traffic, and I ended up beside him in the queue.
He was stationary, looking at a phone on the passenger seat!
I tapped on his window to attract his attention over his flashing rear incident lights.
He looked at me rather shocked as my very obvious helmet camera had been recording his phone activity!
He buzzed his window down and I mention his flashy lights to him.
Lovely bloke, same age as my eldest nipper, you know, about 12!
How I smiled on my way back home!
 
That's surprising as the in cab buzzer makes the most godawful noise when the strobes are on.

Perhaps he was goggling instructions to switch them off?
Might vary between forces. Never had any rear reds in a GMP vehicle that had an audibble warning. (see what I did there?)
 
The two forces I was with both had the buses if any of the external strobes were on, at least on later vehicles with LEDs. Probably comes down to whichever kit the force has bought.
