Anyone know where I can get one of the blanking caps there are 4 of on the top of the roof rail bolts?

do you mean the bolts in the van roof (below link) or the rubber cap that fills the hole on top of the OEM roof rails?
you can also use a stainless or galvanised M6 bolt with a roofing washer to do the same thing which may save a few quid
