Is there a way to disable the 12V cigarette socket when the key is removed / engine turned off? Only interested in software solutions, like via obd11.

no, it's hardwired to the fuse box on a permanent supply. you would need to cut the feed and run it through a small relay triggered by a feed from the switched live.
