My money is on the pavement where the photo is taken from is a shared cycle/pedestrian path. The semi-circle looks like give way lines, so I'd guess it's a place for cyclists to wait and give way to pedestrians on the pavement.

There's not need for cyclists to be on pavements, shared or otherwise tho'. They should be on the road, head down, arse up at 30mph chasing Strava segments.
