Tired turbo?

I’ve noticed the last couple of drives that the throttle response is poor and particularly at low rev range, and definitely lost a little power overall. Not seeing smoke out the back but I’m thinking that the turbo could be on its way out, looking for best replacement options really, recon vs new, where to buy, Any recommendations would be greatly appreciated, living in Luxembourg so will need to use courier service.
