...maybe there is a misunderstanding on the photos, the first one is from front to back, the second one is the other way around, I saw that both sides have 2 small grommets that hold a small cable on top and 1 bigger grommet that holds the brake cable but only on the back. 3 grommets in total...
Sounds like a load of unenforceable nonsense to me - who the hell would ever know you had a porta potty in your van in the first place? Are they relying on some form of Maoist Cultural Revolution-style snitching by your spouse and children?

Q - So before I go searching is there any existing holes through the floor where I could run a 1/2 inch vent. pipe? Maybe under the driver or passenger seat currently with a sealing grommet.
yes one one for the hydraulic hose. The grommet my still be on the hose but just not pushed into the bracket on the shock base, as it is on the second picture.

I'm planning to route the cables under the rubber foam matting just where it meets the plywood floor as it gets thinner here and it simply flaps back quite easily. There's enough space to route the cables and no worries about heat issues really. I would not bother going under the van outside...
i used 16mm / 20mm copex (split or not) tubing, and run the 16/25mm2 cable in that.

...2 seats, how have you guys done this? Have you gone straight under cab matting(I'm concerned about heat with this option), or, have you routed cable to underside of van i.e. coming down and then back up.throigh grommets in floor(concerned about cable being damaged exposed to the elements)...
