Not had any issue with the HID kit. Warm up time is a couple of seconds. For the price of LED bulbs I would recommend the HID kit for similar price. Also had no issue with MOT.

Why so tall, are you Off Road living or using? If you need such large diameter and tall tyres surely raising the suspension is the most sensible solution!
