Battery fully charged reads 13.7v after 10 seconds with a heavy duty discharge tester the battery still reads 12.4v and the tester says it is in the green. (The battery was disconnected from the vehicle for this test). My feeling is that the battery is fine but that there is something wrong...
Check the earthstraps, in particular from the chassis to the engine (cambelt end). corroding terminals can cause a voltage drop under heavy current draw.

I’m guessing they have checked continuity between the gas system and chassis and got infinity. It‘s an easy job to fit a bonding strap and earth cable.
Check the earthstrap between the chassis and engine (at the Cambelt end) I have just helped a member with a similar non-starter and the terminal had corroded.
...I either enter from the slider or the passenger's door ( easier to get in from the pavement ) so I doubt that fuel priming is a problem.
Common problem on the old T3s - usually poor/corroded contact on an earthstrap somewhere allowing voltage to read ok but current cannot pass sufficiently well.
Van due back tomorrow. Diagnosis was an earthstrap not fixed down correctly - which sounds viable. They’ve had it on a couple of long test drives and see no further issues.

Yes along with bonding straps if they fit your metal pipework, be careful there are no insulating components like plastic tube fittings, if that’s the case you’ll need to bridge them to maintain continuity.

If you take a single jump lead and run it from the battery positive to the positive terminal of the starter motor you can test that path.
Then do the same with a negative from the battery to the casing of the starter motor, then to...
id be checking the main power connection at the battery and at the start motor - fat black cable.

your metal work and cables seem very corroded.

It's not the adblue version . I haven't got a multimeter but the recovery guy did and checked it and said it was really good .
Here's the dash ..
Brake light prompt comes on as usual , goes off when depressed as usual .
Will try the capacitive discharge process next .
