£530 Brake Pads

I got quoted £700 at vw dealer for front discs and pads and rear pads only, had it done at a local garage for £576 including rear discs

No, you need a two post lift!

I need to do brakes on my 2017 t28 150ps, without measuring how do i tell which size brake discs i need? Is it just t32 that have the larger front discs?

Not all do, but most do.

If your van has or has ever had 16 inch wheels on it then it's got "small" brakes, as they won't go over big brakes.

Unless bigger brakes were fitted since upgrading to larger wheels.

I'd be almost certain a 150 T28 would have the smaller brakes.

You should be able to tell by the shape of the calipers.
This bloke here, Dellmahoosive shows his big brakes off..

And these are the smaller ones..

The small calipers have a metal clip on the front that stops the pads rattling.
