This post is a good old fashioned rant!
A rant about Hampshire County Council and their stupid rules on commercial vehicles.
My daughter needed a new bed and I need to dispose of the old one. I realised that my permit had expired for the local tip.
This is largely because I had a permit that was never checked probably because it wasn't required at any point, due to taking my rubbish in a box trailer.
The rules at my local tip state that if you have a commercial vehicle then you don't need a permit so long as the waste is contained in a trailer of less than certain dimensions, but if you have one windowless panel then you are considered a commercial vehicle.
So on Wednesday night this week I paid my £18 permit fee and received my receipt.
Today, I needed to lose the bed that has been living in my van, only to find I need to book an appointment using the permit reference.
The permit reference hasn't come through yet so I called and asked if I could attend and show my receipt and dispose of the old bed. The answer was a firm "no" as the permit will take 8-10 working days to come through.
Now I will have an old knackered bed sitting in the back of my kombi van for at least another week....... and people wonder why the New Forest has more than its share of illegally dumped rubbish?
What a bunch of idiots the local council are!

My window van, full of seats is classed as a commercial vehicle even though its never done a days paid work in its life! I go in SWMBOs car!

I live in Leicestershire (county) - certain things are chargeable rubble/soil, bathroom suits, glazing units and you need a permit for household paint. In the city, which is 3 miles further, you can take all these things for free without a permit.

The other thing that annoys is every council area in the country seems to have slightly different recycling rules / coloured bins. Surely it cannot be that hard to agree a standard policy!?
 
I think it's the same everywhere. I have a friend that had an old small fridge freezer that went bang. He only has a small car so had to borrow a van to take it to the tip. He had no idea about permits etc that are now required to take a van.
He was turned away and told to apply for a permit and come back another day. He could only borrow the van that day and they were not having it.
He drove the van outside and parked it. Put the fridge freezer on his shoulder and walked in with it (He is a big bloke :laugh:)
The same guy that turned him away was telling at him that he couldn't come in without a vehicle.........his reply was "I give up!!, which layby do you suggest I leave this in?" :slow rofl:

With Hampshire County Council (who I hate), If you have a camper van or a van converted with a fixed bed or kitchen then you don’t actually need a permit and can just book in as a car. The staff manning the tip might need reminding.


And finally the b*stards have been stopped from charging for DIY waste and their dodgy policy of charging for soil, rubble and plasterboard has finally been stopped.

 
HCC are knobs!

During Covid, they had the cars use every second parking space for “social distancing”….while people merrily brushed past each other in the cramped access to bins!

Covid was pure porn for the hi-viz tossers there. When I queried how cars can spread the virus while they allowed such close proximity….well, it was like telling a mother that her newborn was fugly!

The same hi-viz skip rats are only too happy to help if they see anything of value but plead “elf n safety” for anything else. I was getting shot of a tv when one called over to ask if it worked. I said it did and he sauntered over “to help” so I made sure I dropped it! “Oops, it doesn’t work now!” His look of disappointment was a sight!

I now just fill up builders tonne bags with all the garden crud (especially when I do the hedges) and it’s easier to slip the garden waste boys the price of a pint while they heft them into their truck.

The councils don’t want the recycling work now the market has tanked. China isn’t buying the paper and cardboard anymore.

Their shitty booking systems and rules are fuelling fly-tipping.

That was a major bug bear of my local tip in Staffordshire, you couldn't take any rubble or plasterboard. Looks like they have also now changed their policy.
The wife will be happy, I've had 4 bags of it at the back of the house for ages!

8 bags of restricted waste per 4 weeks is the allowance. Pulled all tiles off small bathroom walls and its about 20 bags.
Takes me 2 months to dispose of. I dont use the tip for the rest of the year. Frustrating.

However, when i disposed of the 1st 8 bags no one checked or monitored me. Might take a couple more next time and see if i can do it all in one go.
 
Go when it’s pissing down with rain and during their tea break, works at my local tip. They don’t like getting dirty, wet or tired.
 
I must be one of the luck ones. I've never had an issue at my local tip. I did have one guy ask ages ago and I just said it was a converted shuttle so not commercial :):p (its a kombi) He looked confused and walked away...

Just checked the Leicestershire recycling website and policy has also changed.

There is a free allowance of 100 litres per week per household but I doubt there is any mechanism to measure / manage this. Becomes chargeable after the free allowance is exhausted.

If there is no means of measuring it the policy is pointless unless they hope that us law abiding citizens will adhere to their edict!

Typically it’s 2 builders sack at 50 l ea. of coarse you cant fill them to the top so in reality it is a 60l allowance at best.

Essentially the same as Hants, but you have to travel more if you have a project on. Should be annualised, but that may result in the tip being over loaded in a short period of time, so i understand the limits. Just frustrating when i have a home project on.
 
I’ve had my permit (free, but had to be issued for a particular waste product by the council) checked each time I visit (not often admittedly). However, our recycling centres have nothing on those in Germany! When I was clearing out my flat before moving back to UK, I sold or gave away as much as I could, but still had loads to get rid of, including 2 single beds. I had an Audi A4 at the time, and started ferrying stuff to the local tip (where they only let you in if you have a local registration). On the second trip, I was stopped and charged a fee because you are only allowed one trip per day! Nothing I could do except cough up each time…
 
No problems at my local tip I’m always in there in the kombi they have the registration thing up to show if your registered which I am but loads of cars say not registered and no one takes a blind bit of notice

True, but this is in a combo without a fixed bed. They are fine with campers.
 
As above , i always go at lunchtime when all the skip rats are busy feeding their faces :thumbsup: works for me .
 
My ‘local’ tip which is the other side of our council catchment and approx 6 miles away used to be complete arsehats.

My Caddy and then my previous T6 were never allowed in as they were ‘commercial’ - even though they were both carpeted and the T6 had a Kombi conversion and a kitchen pod. So I had to go in the car - same person, same household, same domestic waste :rolleyes:

And in the 2 years I’ve had my current Kombi I’ve always assumed the same - until recently….

I was in there and saw a Vauxhall Vivaro in there - windows down the side and rear seats, emptying rubbish. So I asked one of the chaps how he was allowed in and my Transporter Kombi wasn’t?

To my surprise he said if it is obviously not a commercial van then it would be allowed in. I asked when this changed and he shrugged his shoulders.

I have tooken my T6 in there twice in the last couple of months so someone somewhere has seen sense at last :thumbsup:
 
My tale (Surrey) - a few years back. Brought some stuff in a trailer ( that was allowed then), but there were about 9 bricks in amongst the stuff. Bloke comes up, tells me that can't bring building waste in a trailer. So I said "but it's OK in the boot though?". Yeah, he replied.

So in front of him I moved the 9 bricks to the boot of the car . Then I said "Is that OK now?".

And then dumped the bricks to the appropriate skip without further verbal molestation.

An absolute jobsworth.
 
My shuttle is exempt from the Kent permit scheme as it is a car however they sometimes check that I keep at least 1 seat in the back and they do sometimes check to have to a look. I know this as once I had no seats in so had a big load and they guy got a bit funny about it however I was almost unloaded by then. Next week he was over like a flash and so I pulled open sliding door to show him the seat I had left in, folded down.

As I am all black with fully tinted full glass windows all round it doesn't instantly look like a Shuttle to the untrained eye so they usually wander over however I am there quite frequently, I have a "HELL" number plate and an LED bonnet strip lights so it does stand out a bit, and they generally all know me plus I take them biscuits and donuts occasionally and usually have a chat with them as I am going out my dumping.
