I'm pretty sure that if the goods aren't of 'merchantable quality' under the 1979 sale of goods act then the return postage will be on the seller as they have not provided the goods they were contracted to supply.
Although in this day and age it's probably easier to just post picture of the wheels on social media, pointing out the crap service and the situation re return postage and tag Transporter HQ in all of it. Twitter usually works well for a quick 'please DM us" type of response.
