You can unscrew the cap and then place it back on with just the first turn.but if you leave the drain open, which on my tank is a large screw cap, there is the possibility to have mices climb in and nest, you wouldnt know until the drowned carcass blocked the tap or dropped out on the next drain....

You are trying to ensure the water tank remains bone dry so as to eliminate any risk of Legionnaires. If the screw cap is on loose it will allow a flow of air to keep it dry but not allow any rodents to get in. Also keep the drain hole open slightly.
