Only if someone is sitting in the passenger seat at the time of a crash (other than a rear facing child seat) as it could be claimed you caused them death or injury in your action of turning off the airbag.Is it wrong to switch off passenger airbag to save the dash breaking out, if triggered?.
It is the forces identified that determine whether the bag is deployed. I have been to many many crashes where all bags have deployed (around the entire car) with only the driver sat in the vehicle.I thought they didn’t trigger if there was no one in the passenger seat anyway?

There are intelligent airbags that know the distance between the bag and the occupant based upon seat position; when they inflate they only send a percentage charge to the bag so as not to decapitate Granny Miggins who sits 2 inches from the steering wheel (and drives looking through the spokes on the steering wheel).
