Not sure that’s quite correct. In the case of Belgium, you just need to register the vehicle and no stickers are involved.You'll need to get LEZ passes for most Belgian cities as well now.
Same goes for the Belgian scheme. As mentioned above, you don't actually need to do anything other than register your vehicle for the scheme but there are some firms out there who sell unofficial stickers / passes. The official scheme is gratis or, at least was when I registered. At the moment, I think it only covers Brussels, Ghent and Antwerp.Emissions windscreen sticker for Germany, don't get caught out paying silly money for one. Buy it on line from the Berlin authority website for €6.00.
