Sargent EC155 question

Hi all Sargent EC155 with EC51 display. Been hooked up to mains for 24H, Voltage level never goes above the second Amber light, 11.5-12.5V......Is this Correct/Normal?? Should the display ever go into the Green section?

I've one of these(I hate it). Should max out on hook up. You have turned on the big red switch on the EC155?
Can you use a multi-meter and measure the voltage over the battery?
Failing that check the substantial fuse box.

Yep switched on big switch and RCD. Will look out the multi meter tomorrow.
