Solar Panel dead ???

Hi All, I suspect my solar panel is dead but just wanted a second opinion from people who know more than me. It was working last summer but as the sunshine hours shortened I saw it's output dropping so turned my fridge off. And now I'm noticing that in these last few really sunny days it has never exceeded 12 volts and so never exceeded battery voltage. My test ..... I popped up on the roof with my volt meter today, pushed 2 pins through the two wires up there (everything is sealed) and put my volt meter on them. It measured just 2 volts.

It's a flexi of unknown make, approx 150 watts, going through a Victron smart controller, which is respected as very reliable.

Try giving it a clean if it's dirty my fold up one on the dash drops output dramatically if the windscreen is dirty
