V5 Documentation - DVLA Rule Change for Motor Caravan Reregistration June 2019

What email address are you all using to ask the dvla questions? I've tried a few from the website and no response from any of them

It’s not the cost it’s the compliance rules involved and the potential rework to pass. Have a read up.
Been there and passed 2nd time....
That thought did cross my mind.. imagine them failing your build, and then telling you that you couldn’t use it on the road until you had rectified the bits that they don’t like

I've been reading this with interest. Silly question, does having barn doors or a tailgate affect the chances of changing the V5?

My reasoning behind the door idea is that California's have tailgates and I was wondering if you had a better chance with one as the 'genuine article' has one.

I've just had a conversation with the dvla and they said that there is no way of changing the N1 category to M1 (even following an IVA inspection) unless I can prove that it was registered incorrectly from new.
Surely that is not right? If the inspection meets the requirements for M1 categorisation then what more could they want.

Just spoke to DVLA re what the visual requirements of a “motor home” should be.
He rang another dept. for clarification.
The answer was that if it was 1st registered as a panel van then all they will change it to is a “panel van with windows”, regardless of any other interior or exterior mods.
New guidance notes will be coming out shortly on the Gov.uk website.

Does anyone know how is works if you started off with a kombi?? This thing is all just really confusing. We haven't even got our conversion started yet.
:(

Another wee question.... but has anyone tried to get their conversion recognised if they are already a van/side windows on the V5c??

Just got my letter today... my Kombi was originally shown as “Van/side windows”, now it’s a “Van/side windows” so no change, just a new style V5c. Also received the unsigned pro-forma letter acknowledging my conversion and stating it was still a panel van as no structural change to the body and that their decision was final. This is despite there now being a large hole in the roof, removal of structural roof crossmember, installation of a strengthening frame and pop roof fitted. I’m going to send off a letter asking for specific modification details they require as well as a photos of a California plus my van asking why they are being treated differently. I’m scared to dig too deep though as the N1 and M1 classifications may come into play. There are different crash tests as far as I know for each type, also converting a N1 goods vehicle to a passenger carrying vehicle for taxi or private hire use is prohibited. I fear there may still be a large can of worms to be opened somewhere.

I certainly hope they don’t retrospectively change existing classifications. I can’t see them doing it (admin nightmare) but it does concern me.

More likely to restrict existing motorcaravan V5's to commercial vehicle speeds and emission controls (grenade incoming)

I have resubmitted with all the required details but I can't see there being any change on the V5. Seems like DVLA are digging their heels in on this one but its yet to be revealed what the true reason is? ID purposes is a load of bull.

I'd use their own documentation against them. These documents were only updated in May this year.
V5C log book
It is a legal requirement that all UK registered vehicles are classified correctly on the V5C log book. All campervans, motor caravans and motorhomes fall into the DVLA category of ‘motor caravan’. If you have converted a van into a motor caravan then you must return the V5C to DVLA for body type amendment.

DVLA is required to record the details of vehicles for road safety and law enforcement. The body type information held on the vehicle record must describe what a vehicle actually looks like. This description, in addition to other distinguishing features, enables the police and other enforcement agencies to identify a particular vehicle. Therefore, the body type will not be changed unless the exterior of the vehicle actually appears to be a motor home.

Motor caravan minimum features
In order for a converted vehicle to qualify as a motor caravan it must have certain minimum features:

  • a door that provides access to the living accommodation
  • a bed, which has a minimum length of 1800mm or 6 feet - this can be converted from seats used for other purposes during the day but must be permanently fixed within the body of the vehicle
  • a water storage tank or container on, or in, the vehicle
  • a seating and dining area, permanently attached to the vehicle - the table may be detachable but must have some permanent means of attachment to the vehicle. It is not good enough to have a loose table
  • a permanently fixed means of storage, a cupboard, locker or wardrobe
  • a permanently fixed cooking facility within the vehicle, powered by gas or electricity
  • at least one window on the side of the accommodation
If the vehicle has all of these features present, permanently fixed and installed properly, then it is a legal requirement to have it reclassified as a motor caravan on the V5C.

Maybe send the same documentation off to this lot to see if they think it should meet the criteria to change to Motor Caravan

I sent an email to this address about a fortnight ago asking for confirmation on a diesel hob. No reply as yet. Tried facebook messenger as well but the reply was just the same stuff as the website. Quite disappointed by the lack of human response.
:(

I have a Wallas Diesel hob, no issues getting the re-classification to Motor Caravan, but I didn’t make a point of highlighting it.
I can help but think that the recent changes are to try and clamp down on the growing number of people all across Europe living in internally converted trucks of all descriptions. What they may of underestimated is that a good percentage of the people doing it don’t give a flying fick about some civil servants rule book.
