Yes definitely, as vehicle's VIN is part of the coding + any other differences in vehicle's configuration.
It will be the coding in VCDS scan - it's unique to each vehicle.

No I am a bit dubious of a second hand one. ECU testing do not list mine and the fault codes they mention are different too.

Most likely so. But buying a refurbished one would still allow getting working module electrics at lower price and renew the hydraulic side in a same go.
