Will a second hand part need coding ?
Yes definitely, as vehicle's VIN is part of the coding + any other differences in vehicle's configuration.
It will be the coding in VCDS scan - it's unique to each vehicle.

I always thought the rebuilding was more for the hydraulic side/valves etc ?
Most likely so. But buying a refurbished one would still allow getting working module electrics at lower price and renew the hydraulic side in a same go.
 
Late update 22.03.25 for n10n, mmi and everyone who helped
We eventually got the new ABS Module from VW, swapped them over plus the top two pipes which were stuck in there. Re coded by someone who knew what they were doing, and so far all is good. The DSG is working correctly. Expensive at £2800 total, but hopefully will be worth it long term.
I will always wonder whether a recon unit as mentioned above, may have been the better option as it was the electrical part of my module that was faulty.
