It is VW Caravelle with LED tail lights. Please see auto scan before changes were made. I also have bulb out warning on the dash.

The coding changes are as expected..
However, this might be an interesting one.
Byte 29 bit 5 is now ticked "1" - thus byte 29 is 60 as in OEM LED vans (was before 40) -

Reading back through this. Have you remove pin 45 at the BCM? Also have you remove the wires at the plug behind the steering wheel where you fitted pins 9, 10 & 11? If not this could be the issue. It may still be seeing the stalks. Hi I have a 2016 T6 with a steering wheel without buttons...

Before doing anything else I'd like to see a couple of BCM maps - just in case there is an undiscovered parameter.
Please do the procedure below with three different setups (driver door open to keep CANbus alive for two first steps):
(1) IGNition OFF - Light switch OFF
(2) IGNition OFF - Light switch in position - front fogs on
(3) IGNition ON - Light switch - "1" - low beam on
VCDS > Applications > Controller Channel Map
Tick/fill boxes as above and click Go.
VCDS flashes screens for a moment (when finished hit "Done, Go Back") and creates files
blockmap-09-...CSV and adpmap-09-...CSV
in folder C:\Ross-Tech\VCDS\Logs\....
When finished all steps there should be 6 files
Well, after doing the maps above could try experimenting the byte 29 (60 vs. 40 coding) to see what's the effect on your van.
